<p>Under the new rules:</p>
<p>* Owners will be limited to two dogs outdoors at a time, whether walking on sidewalks, playing in parks or elsewhere.</p>
<p>* Pit bulls will be barred from the downtown borough.</p>
<p>* Muzzles will also be made obligatory for particularly ill-behaved dogs in public spaces.</p>
<p>* Police will be specifically empowered to shoot on sight dogs considered very dangerous.</p>
<p>The new rules are all designed to protect increasingly uncomfortable pedestrians from dogs accompanied by negligent, careless or discourteous owners. It will also improve children&#8217;s safety around dogs and prevent dogs biting. Plus protect &#8216;family pets on leashes&#8217; from uncontrolled and aggressive dog fights.</p>
<p>I think these new rules are definitely a step in the right direction. My personal beleif is that dogs should be either on a leash or wearing a muzzle whilst in public places, including parks.</p>

			<content:encoded><![CDATA[<p>Most dog training is built on techniques that fall into categories called reinforcement and punishment. </p>
<p>Reinforcement means you are strengthening a behaviour. If you give a dog a treat for sitting, sitting is reinforced, because your dog hopes to get a treat next time he sits too. </p>

<p>Punishment means you are suppressing a behaviour. Techniques such as water sprays, rattle bottles, <a href="http://www.leadormuzzle.co.uk/Electronic_Dog_Collar.html">electronic dog collars</a> come into the punishment category. If your dog does something &#8216;bad&#8217; and gets a spray of water, he&#8217;ll associate the behaviour with the punishment and (hopefully!) stop doing the &#8216;bad&#8217; thing.</p>
<p>For punishment to work, it needs to be relevant, immediate - you&#8217;re dog won&#8217;t remember what he did &#8216;wrong&#8217; ten minutes ago.</p>
<p>Ask yourself how you would like your dog to behave. Do you want a dog who sits calmly and ignores visitors? If so, the question becomes: &#8220;How do I get my dog to sit calmly and ignore distractions?&#8221;<br />

Now you can create a training plan. The components are simple. &#8220;Sit&#8221; is fairly straightforward. To sit for a prolonged time is a &#8220;stay.&#8221; Ignoring is usually taught as a &#8220;leave it&#8221; command. </p>
<p>All of these actions are behaviours you can reinforce with fun things like kibble, treats, toys and attention.</p>
<p>Initially, you must invest some time teaching the meaning of these basic commands. You cannot expect a dog to comply if he does not understand what you want.</p>
<p>Most dogs benefit from some fun sessions at a training class to at least get a good understanding of these basic commands. Obedience classes also allow you to practise in a group environment. Other people support your goals and help you achieve results.</p>
<p>Pet dogs should learn to sit for everything they want in life.  &#8220;Sit-stay&#8221; in the kitchen keeps dogs off counters. &#8220;Leave it&#8221; keeps dogs from taking food or jumping at unwanted times. These commands are skills every dog (and dog owner) needs to know.</p>
<p>Calm, structured routines create solid behaviours.</p>
<p>When you start with a good training strategy, your dog will understand what is expected. When your daily routine reinforces good behaviour, it will motivate your dog to comply.</p>

<p>A few years ago, you would have been considered barking mad or over-indulgent if you&#8217;d answered &#8216;yes&#8217; to this - but not anymore!</p>

<p>A poll published last week showed that around 90 percent of Americans consider their dog or cat a part of their human family, and 65 percent of Americans buy gifts for their pets during the holidays. </p>
<p>A gift under the tree for your dog is now the norm. It might just be a bag of his favourite treats, a new bone or a new toy - but dogs aren&#8217;t left out on the presents.</p>
<p>But thats not all!</p>
<p>For many dog owners a present is just the start, they throw a party for them, have them photographed with Santa, or give them a spa treatment.</p>
<p>My dog Monty, has got his own Christmas list too. &#8216;He&#8217; buys presents for his other doggy friends and some humans!</p>

			<content:encoded><![CDATA[<p>Dog rental in Japan is booming. The number of companies dedicated to renting out pets in Tokyo alone has risen from 17 in 2000 to 134 today.</p>
<p>In the cities, a shortage of space, apartment regulations and long working hours often means that people are unable to keep a dog of their own, full time. So with dog rental, its possible to have a dog for just an hour or two at a time.</p>

<p>And with costs as low as 1,500 yen (£6.30) an hour to rent a dog - the most popular rental animal - the practice is as accessible as it is popular.</p>
<p>Many people are now &#8216;regulars&#8217; and rent their favourite dog for a walk and playtime every day. Its also become a social event, with friends renting together. Others use the dog rental scheme as a &#8216;trial run&#8217; for having a dog of their own.</p>
<p>Maybe it will catch on in the rest of the world, who knows????</p>

			<content:encoded><![CDATA[<p>I just read about a great scheme - and I hope that if you&#8217;re reading this and you are involved in dogs or youth work in anyway, you might be able to adopt the scheme too.</p>
<p>The scheme involves teens aged 11-17, with programs to help learn social skills, build self-esteem, cultivate social responsibility, develop leadership abilities and connect to their peers, to adult mentors, and to their communities.</p>

<p>They are working with the local dog shelter.</p>
<p>Shelter dogs are often under-socialized, under-trained, and full of energy: in other words, full of potential. It takes hard work, patience and determination to turn an unruly lab or suspicious spaniel into a well mannered house pet. Unfortunately most homes don’t have the time for intense training and most shelters certainly don’t have the staff or resources.</p>
<p>But the teens are making a real difference. By training and socialising the dogs, the dogs have a much higher chance of finding a new home. </p>

<p>* For <strong>dogs with greasy skin</strong>, look for a shampoo with benzoyl peroxide as the active ingredient. This is the same medication used in many acne medications, and it helps kill bacteria and dissolves grease. </p>
<p>* For dogs with <strong>dry,flaky skin</strong> (dandruff), look for a shampoo with sulfur and salicylic acid as active ingredients. These help to dissolve loose flakes off the surface of the skin. </p>
<p>* For dogs that have generally <strong>itchy skin</strong>, shampoos containing oatmeal protein are helpful.</p>
<p>Always look for shampoos without many artificial colours or perfumes as these can irritate the dog&#8217;s skin.</p>
<p>Be careful not to get any shampoo in the dog&#8217;s eyes, or down his ears.</p>
<p>And always rinse the coat thoroughly so no shampoo is left in the fur as this too can cause skin irritation.</p>

<p>How do kids recognize an unsafe dog? </strong></p>
<p>Kids have an instinct to &#8216;make friends&#8217; with the dogs they bump into. And almost always this will be a pleasant experience for the child and the dog. </p>
<p>To keep your kids completely safe, the advice would be never to have any contact with a dog they don&#8217;t know. </p>
<p>Whilst this is the &#8217;safe&#8217; advice, the kids would be missing out on the fun of a doggy encounter and possibly make them nervous or fearful of dogs in the future. </p>
<p>To keep dogs and kids safe during a meeting, my advise would be:<br />
* <strong>if the dog is significantly larger </strong>than the child, best to avoid contact<br />
* <strong>if the dog is running free</strong> and there is no sign of the owner, best to avoid contact<br />
* <strong>if the child is not used to stroking dogs</strong>, best to avoid contact. Even the friendliest dog will get grumpy if poked and pulled by an inquisitive child.<br />
* <strong>if the child is eating a snack</strong>, best to avoid contact. The child&#8217;s bag of chips will probably be at &#8216;nose-level&#8217; for the dog, and most dogs will give in to the temptation of sneeking a treat for themselves!<br />
* <strong>if the kid has a ball</strong>, best to avoid contact. The dog will probably think that the ball is there for him to play with and may try to take it off the child</p>
<p>If the kids are playing and running around in the park and a strange dog comes running in, the best advice is to stay still. If the kid runs away, the dog will think this is a game and chase the child. A still child will be &#8216;boring&#8217; to the dog and the dog will soon move onto something more interesting!</p>
<p>Remember to be vigilant and carefully supervise any contact between a kid and a dog, particularly during a chance meeting in the park.</p>
